About the position
The position involves managing software development projects within the Small Business/Self-Employed (SB/SE) Division, focusing on IT infrastructure and compliance-related programs. The role requires drafting project plans, coordinating resources, and ensuring effective communication between customers and management throughout the software development lifecycle. The candidate will also be responsible for resolving critical issues, improving productivity, and ensuring software quality.
Responsibilities
• Draft project plans for multifunctional development projects in software analysis, design, development, and implementation.

• Identify resource requirements and assign tasks to project members.
,
• Report progress and ensure customer and management involvement throughout the software development process.
,
• Resolve critical issues affecting the configuration of the IT infrastructure.
,
• Coordinate the demonstration of new and enhanced applications to customers and management.
,
• Identify and correct weaknesses in critical performance parameters and variances in achieving cost, schedule, and performance goals.
,
• Investigate, evaluate, and select tools and methods for improving productivity and software quality throughout the life cycle.
,
• Manage complex compliance-related programs and functions, including designing work processes and providing technical guidance on regulatory and compliance requirements.

• Organize data and prepare profile reports/communications using Microsoft Office applications such as Excel and Access.
Requirements
• Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.

• One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

• Experience developing project plans and providing technical guidance to team members.
,
• Experience programming ASP.NET applications with C#, MS-SQL development using Transact-SQL, HTML, CSS, and JavaScript.

• Ability to analyze alternative approaches in IT system design and advise management accordingly.
