Description:
The City of Bellevue is seeking a highly motivated and skilled Part-Time Software Developer to join our Information Technology (ITD) team. In this role, you will work collaboratively with a team of professionals to develop, maintain, and enhance software applications that support the City's services and initiatives. You will leverage modern development practices and technologies to build scalable, efficient, and user-friendly solutions to meet the needs of City departments and the public. The successful candidate will be joining a highly experienced and agile team of Developers and Analysts charged with stewardship of the City’s core business applications platforms.

• Power platform: experienced Power Platform developer to build, enhance and maintain Power Apps and solutions
• Software Development: Design, develop, and deploy web and mobile applications for various City services, including public-facing applications and internal tools used by City employees.
• System Integration: Integrate third-party systems, services, and APIs to streamline operations and enhance the City’s technology ecosystem.
• Maintenance and Support: Provide ongoing maintenance, updates, and troubleshooting for existing applications to ensure they operate smoothly and meet the evolving needs of the City.
• Collaboration: Work closely with cross-functional teams, including business analysts, project managers, and other developers, to understand requirements and deliver technical solutions that align with City goals.
• Testing and Quality Assurance: Participate in the testing process to ensure applications meet functional, security, and performance requirements. This may include writing unit tests, conducting peer reviews, and collaborating on automated testing efforts.
• Documentation: Create and maintain technical documentation for new and existing software applications, including system designs, APIs, and user guides.
• Security Best Practices: Ensure all software solutions adhere to security best practices to protect sensitive data and maintain compliance with relevant regulations.
• Agile Development: Participate in Agile development practices, including daily stand-ups, sprint planning, and retrospective meetings.
• Bachelor’s degree in Computer Science, Information Technology, or a related field; or equivalent work experience.
• Proven experience (typically 2+ years) in software development, preferably in a government or public sector environment.
• Proficiency in at least one programming language such as JavaScript, Java, C#, or .Net.
• Experience with web development frameworks (e.g., React, Angular, Vue.js, ASP.NET, Django) and back-end technologies (e.g., Node.js, .NET, or Java).
• Experience with Power platform development and maintenance
• Familiarity with relational databases (e.g., SQL Server, PostgreSQL, MySQL) and NoSQL databases (e.g., MongoDB).
• Experience working with RESTful APIs and understanding of web services.
• Knowledge of modern development practices, including version control (Git), CI/CD pipelines, and Agile methodologies.
• Ability to communicate technical information effectively to non-technical stakeholders.
• Strong problem-solving skills and the ability to troubleshoot and debug complex issues.
• Excellent teamwork and collaboration skills.
Preferred Qualifications:
• Experience with cloud platforms (e.g., AWS, Azure).
• Familiarity with GIS (Geographical Information Systems) software or applications.
• Knowledge of DevOps practices and tools (e.g., Docker, Kubernetes, Jenkins).
• Experience in mobile application development (iOS or Android).
• Understanding of data security principles and experience working with sensitive or regulated data.
